Procedure for Preparation of Quality Plans in Civil Engineering are described below:
1. Purpose:
The purpose of this procedure is to establish a method of preparing work instructions, quality plan and inspection and test plan for all the work activities where the absence of such instruction would adversely affect quality.
The objective of a Work Instruction is to describe in detail how a specific activity is to be undertaken and to define the standards of acceptability for the product or service.

2. Scope and Responsibility:

All the activities that required writing an instruction to comply with the quality standards in accordance with the specified requirements since work instructions are practical documents; these shall be generated in the area of use by the senior responsible person.
It shall be the responsibility of the Managing Director to approve this document. It shall be the responsibility of the Engineering Manager (MR) to issue, update and maintain a master list of this document. Controlled issue of work instructions shall be done by Department Heads to the concerned senior personnel in QA/QC Department.
3. Definitions:
Work Instruction – A written instruction explaining the specific activity to be undertaken by the operator.

Project Quality Plan (PQP) – A plan to define and describe steps that shall be taken to ensure quality of work / product for a particular project.
Inspection and Test Plan (ITP) – A specific plan of inspection and test activities to be carried out to meet the set standards to ensure the quality of a product
4. Procedure:
The Work Instruction documents may be drawings, pictures, operation sheets, inspection and test schedules, models or examples of workmanship, etc. Each department head or his nominated representative shall be responsible for establishing areas of activity and initiating the work instruction.
The work instruction/method statement shall include but not be limited to:

(i) Scope of instruction/statement
(ii) References to specification of actual processes, where necessary
(iii) Tools and equipment required to perform an activity.
(iv) Step by step explanation of operation to be performed to complete the job
The concerned department head shall generate a draft copy and forward it to the Engineering Manager for checking, endorsement and implementation.
If the work instruction is later found to be inadequate or ineffective in the audit, the results of the audit should be discussed with the person who has prepared the Work Instruction and then a fully approved, controlled document to be released. Control of such documents shall be maintained by Engineering Manager (MR) in a master list.
Any revision to the work instructions shall be processed in the same manner as per the Document and Data Control Procedure, ICC – QMP – 5A.
Supplementary work instructions to suit the requirements of a specific project shall be generated by the QA/QC Engineer and shall be in the form of supplementary work instructions or preferably method statements.
5. Quality Plans:
Project Quality Plans and Inspection and Test Plans shall be developed based upon specific project requirements.
These Project Quality Plans and Inspection and Test Plans shall identify the testing requirements and the relevant steps taken for inspection and testing to specified acceptance standards throughout the project execution period.
